Quality assurance refers to the development of policies and legal framework needed to ensure quality across a country. It is the most important “tool” because the benefits promised by increased access to ECCE is only delivered if the quality is good. This involves national standards for childcare centres, occupational standards for staff, and policies that ensures a functioning system of quality control.
